Their games are just so vast it s hard to catch everything.
It s plagued bethesda games as far back as i can remember and they still haven t found a way to fix it or just choose not to.
So all you have to do is take some shack floor or whatever flooring turns your crank go to the top walkways of the castle where you know there are room s and halls below and build your entire floor.

What causes items to fall through tables or the floor is either when the cell resets or when you walk into your settlement and the cells do not load all items in them at the same time.
